The chances of Qatari clubs taking part in next year's remodelled Asian Champions League have been hit hard after Qatar received an overall ‘C’ rating in an Asian Football Confederation (AFC) assessment.
Qatar received two 'Cs', 10 'Bs' and 51 'As' in its intensive assessment of the country's eligibility for next year's premier club competition.
Signalling a new dawn for professionalism in Asian football, the AFC ad-hoc committee, headed by Saburo Kawabuchi, recommended to the AFC executive committee the first list of 11 countries who will be eligible to field their teams in the new AFC Champions League next year.
Japan, Korea Republic, Australia, China, Indonesia, Jordan, Saudi Arabia, Kuwait, UAE, Iran and India have been confirmed as participants after a thorough assessment of their eligibility.
The ad-hoc committee employed four grades ‘A’ (meet all criteria), 'B' (assured to meet criteria by October 1, 2008), 'C' (not assured of meeting criteria by October 1, 2008) and 'D' (do not meet the criteria) to assess the suitability of 21 member associations for next year's tournament.
Of the 21 member associations put under the scanner by the ad-hoc committee, only Japan have returned a perfect score of 63 ‘As’, confirming their status as the association with a completely professional league set-up.
Ten member associations were rated as ‘B’ which means the committee is confident of them meeting the criteria by October 1, 2008. Six member associations received a ‘C’ which makes them doubtful of meeting the deadline, while four member associations were rated ‘D’.
The areas where Qatar have received
a ‘C’ are:
1. The league should have a centralised marketing system of the elements such as media rights, certain sponsorships and merchandise
2. Submission of an audited profit and loss statement and balance sheet to the League governing body
The 'Bs' that can be addressed by 1 October, 2008 are:
1. Number of International Referees in the association (minimum six)
2. Number of International Assistant Referees in the association (minimum eight)
3. The league governing body should be a legal entity governed by its football association
4. The league governing body should have a management structure which controls competition, marketing, media and finance
5. Club representatives, ii) representatives of football association and iii) representatives from the league's top management should be members of the highest decision making body (executive committee) of the league
6. The league should have an audited Profit and Loss Statement and Balance Sheet
7. The league should have an auditor
8. Number of players under professional contract in the top team of each club should be a minimum of 16
9. All the clubs should be commercial entities under its national law
10. All clubs' head coaches should possess AFC Professional License Diploma or equivalent license approved by AFC.
